He has been recognized in the media for his pioneering use of computer technology in government. He was the first legislator to present a bill to the House of Representatives using a laptop computer. He was also the the first to use a laptop while on the floor of the house to work more effectively and stay in communication with constituents. Gene also developed an interactive CD-ROM for use in his high school classrooms. The CD-ROM has proven to be an effective tool for bringing history alive for students. Recognizing the value of this technology, the legislature passed funding to provide training to other teachers so that they may bring this exciting addition to their classrooms.
