In 1988 Governor Perpich delivered the State of the State Address at Winona State University. It was the first time it was ever delivered outside of St. Paul. Governor Perpich emphasised the
private public partnership of higher education and the economy. In this case it was the composite engineering companies and the need for a composite engineering degree. Both were legislative initiatives in the following sessions
and resulted in the building of Stark Hall at Winona State and the first, and still only, under graduate composite engineering degree program .
