Four times he has been honored by the Minnesota State University Student Association as Legislator of the Year.

As Chairperson of the House Higher Education Finance Division in 1997-1998 Representative Pelowski passed record increases in funding for Minnesota's Higher Education Institutions and Students.

Representative Pelowski was recently named to the Minnesota State University Student associations "Dean's List" for his   legislative work on behalf of higher education students in Minnesota.

Representative Pelowski has sponsored legislation to:

  • Increase Student Financial Aid
  • Build Winona State's Library and Stark Hall
  • Create the first and only under graduate program in Composite Engineering at Winona State.
  • Acquire Lourdes Hall for WSU as the only Residential College in the public university system
  • Add additional parking to Winona State University
  • Build the Jack Kane addition to Winona State's Commons
  • Target additional funds for technology to the Colleges of Education to upgrade hardware and software

In 1988 Governor Perpich delivered the State of the State Address at Winona State University.  It was the first time it was ever delivered outside of St. Paul.

Governor Perpich emphasised the private public partnership of higher education and the economy. In this case it was the composite engineering companies and the need for a composite engineering degree. Both were legislative initiatives in the following sessions and resulted in the building of Stark Hall at Winona State and the first, and still only, under graduate composite engineering degree program.
